Codes and standards change and design professionals do not always keep up to date with the changes. Also most design professionals are not as familiar with the codes and standards as the plan review personnel who work with them on a daily basis and who have the advantage of viewing the work and approach of a number of different design professionals

Back in November 2017, Tim Lomas was puzzled over the summer when a Denver city inspector quickly closed the complaint he had filed about his neighbor’s dog-grooming business.

“To me, it was like they didn’t even investigate,” said the Platte Park resident. “I wanted to get phone records to see if they at least contacted my neighbor to even discuss the issue. I wanted to know if the city was doing anything at all to investigate the complaint I filed.”

Tim Lomas filed requests to see if anything was done about the situation.  Taxpayers have the right to know what is being done with their taxpayer dollars.

Guess what City and County of Denver CPD Operational Supervisor Shea Scott did about this request?  Absolutely nothing.  City and County of Denver CPD Operational Supervisor Shea Scott was a complete ostrich in that instance.  He buried his head in the sand and left it there.  According to City and County of Denver CPD Operational Supervisor Shea Scott:

But Denver Community Planning and Development and its idiot boy employee Shea Scott rejected Loma’s request for records showing details (date, time and duration) of calls made by the inspector on her city-issued cellphone on two specific dates in July.

“Though we do have city issued cellphones, CPD does not keep any phone records and I am unable to provide them,” responded Shea Scott, operational supervisor for Community Planning and Development.

The city’s IT governance manager, Tricia Scherer, responded further to Lomas’ attorney, Marc Flink of Baker & Hostetler. Denver’s Technology Services department doesn’t maintain or keep records of “date/time/duration of calls made or received” by inspectors, she wrote in an email. “Technology Services pays certain aggregate mobile telephone services invoices, but they do not contain information or records related to a specific employee.”

The Colorado Open Records Act defines public records to include “all writings made, maintained, or kept” by a government or agency. But are records related to a government-issued cellphone disclosable under CORA if the city has access to them but doesn’t maintain them?

The city can get the records from its cellphone provider. That’s apparent from Denver’s mobile device policy, which requires department heads and managers to annually review every employee’s compliance and his or her “continued necessity” to use a mobile device for city business.

Denver’s contractual right to access the phone records is clear, Flink wrote in an email to Assistant City Attorney Mitch Behr. “Not only does the city have that contractual right, it is a contractual right that the city periodically exercises to obtain such records, such as in the case where the city wants to verify substantial business use of the mobile device.”

Flink also noted that the Colorado Court of Appeals in 1994 held that the disclosure of records under CORA is not determined by the location where the records are maintained. That case involved documents kept by the general contractor responsible for the construction of Coors Field. The documents were public records, the appellate court ruled, because they were used by the Denver Metropolitan Major League Baseball Stadium District “in the exercise of its official functions.”

Courts elsewhere also have concluded that possession of documents by a third party doesn’t determine whether they are subject to disclosure as public records. What matters is whether the records can be tied to the “transaction of public business,” not whether the records are in a public database or one “privately contracted” by a public body, a Virginia court ruled in 2008 in a case involving email messages.

“To rule otherwise would permit public records of significance to a consideration of the affairs of governance to be shielded from public scrutiny,” the court said.

Other governments in Colorado have turned over cellphone records in response to CORA requests.  Why won’t Denver CPD?  We believe the City and County of Denver is trying to hide something.  Also, they do not want the public to know the City and County of Denver is run by really bad employees who do not follow their own rules.  In City and County of Denver CPD Operational Supervisor Shea Scott’s case, he has job security so doing the wrong thing is the same as doing the right thing.

Then when this employee arrived in Denver, the salary jumped to $122K.

A few months later, the new employee was laid off without a warning of any kind.  Even drivers get warnings before they get a future ticket.  But if you are Ted Pacheco, you show off how much of a bastard you truly are.

We think the reason Kristin Anderson George aka Kristin George and Eric Browning want the records destroyed is because they believe under Executive Order 64, the city employees have no right to the records they created.  If you read this, you will understand that the City and County of Denver has a process of screwing over employees you cannot teach.  This means the City and County of Denver participates in email destruction because they will decide what records are relevant to the cases they present.  Think of it as deciding the fate of their own actions.  In the City and County of Denver, whomever controls the information controls other people.  Would anyone want to work for such a city like Denver?  Can anyone imagine how businesses are treated in the City and County of Denver?  Would the public want to fund the salaries of unethical individuals such as Eric Browning and Kristin Anderson George aka Kristin George?

For example, the email that discussed the Plan Reviewer interview questions was sent to that former employee in February 2018.  The former employee started work for the city in June 2018.  Guess Kristin Anderson George aka Kristin George is a stupid human being after all.  Kristin George demonstrated in that moment why she is stupider than Kindergartners.

Telling people to block information access is par for the course for City and County of Denver employees like Kristin Anderson George aka Kristin George.  In 2016, KMGH-TV produced a series of reports that discussed how the City and County of Denver failed to release publicly available information because it made them look bad.

Let us introduce you to Eric Browning aka Khan Browning Singh.  Eric Browning is the 2002 Civil Engineering graduate of the University of Vermont.  While he attended UVM, Eric Browning allegedly participated with the hazing of a college hockey player.  Guess what he did about it?  Absolutely nothing.  It took the Vermont Attorney General to address the issue.  You know it’s bad when it takes the Vermont AG to tell him what’s wrong.  Based on this past encounter, you will learn how despicable this human being is.

We will now tell you the psychological criminal known as Eric Browning.  This excuse for a person is really sick.  In June 2018, he baited an employee to take the job as plan review engineer so he could screw him.  That is right, folks.  That person was offered a salary of about $100K.

Then when this employee arrived, the salary jumped to $122K.  That person never questioned the salary and even asked City and County HR Specialist Karen Sierra if it were a mistake.  This was confirmed by Karen Sierra not to be a mistake.

As soon as this person started working for Eric Browning, the job for this person literally went off the rails.  He told one of his plan reviewers to alter life safety issues.  Don’t believe us?  Check out the email he sent to that employee.  Eric Browning admitted that rules on open front buildings are NOT to be enforced.  Eric Browning, this is NOT a game.  This is about people’s lives.  Eric Browning is great at screwing over everyone he meets because sustainability will go out the window because these buildings would have to be continuously be upgraded because they were approved even though they were unsafe to begin with.

And why would he tell one of his plan reviewers to alter plan review comments after they are done?  Because Eric Browning was allegedly participating in accepting bribes.  After all, we took plans of buildings that Eric Browning approved and showed them off to various people in the Denver area.  All we got was laughter.  They could not believe that he worked in a building department.

Folks, this is a complete opposite response to his interview questions about why plan review is necessary.  According to Eric Browning, it is necessary for the following reasons:

Building codes and standards are not always written in a clear and concise manner and quite often need interpretation. The plan review process provides a means to provide consistent and correct application and interpretation of the codes and standards. The wants and desires of their clients often influence design professionals. Their decision making and application of the codes and standards can be unduly influenced or clouded by this relationship. The plan review process provides an independent review of the design that is not influenced by the client and design professional relationship.

The plan review process provides a fresh set of eyes to evaluate a project. Many times the
designers are so close to the project that they miss the “forest for the trees”.

The plan review process provides a valuable service to both the building owner and the design professionals involved with the project. Many problems are caught in the pre-construction phase, which eventually saves time and money in costly field corrections. Or in the worse case the construction of a building which is unsafe and can cause the owner and design team to be at risk for the unsafe conditions.

Generally, the design work is not performed by the licensed design professional directly and depending on the internal quality control of the design firm may not be checked in great detail by anyone other than those working on the design.

The fact that an individual possesses a license does not assure that they are necessary fully competent in all aspects of the building code and their standards. Codes and standards change and design professionals do not always keep up to date with the changes. Also most design professionals are not as familiar with the codes and standards as the plan review personnel who work with them on a daily basis and who have the advantage of viewing the work and approach of a number of different design professionals

Guess what he has done instead.  He looked the other way.  Eric Browning is one despicable human being enabled by Scott Prisco, Janice Cornell, Evelyn Baker, Brad Buchanan, and Jill Jennings-Golish.

Other things you may not even know is that Eric Browning hired someone who does a much crappier job than the person he fired after only four months.  And Eric Browning wanted to cut down on the salary expense so he could reward himself with more money.  The person he hired is James Maguire.  James Maguire was not even in the top of his class at Marquette University.  According to public records, he earned an annual salary of only $98K at Denver RTD.  And he has much less experience than the person he replaced.  It sounds like to us Eric Browning replaced this person because he was more interested in permit numbers than the safety of Denver taxpayers and visitors.

We are writing this to warn the people out there that James Maguire is going to be the fall guy.  He used to work for RTD but was snuck in to replace a very competent engineer who discovered one of the City & County of Denver employees were permitting unsafe buildings.  The person who did this shall be shall remain nameless but has the initials of Eric Browning.  Many code violations were discovered.  Instead of doing the right thing, Eric Browning decided to terminate the plan review engineer who did his job.  Based on our encounters of publicly available records, it is widely known that James Maguire does not know what he is doing at all.  We will be providing evidence of this soon for the people out there to see.

Now ask yourselves, why would he do this?  It is because he wants to see people hurt such as adults and small children.  And to make matters, his wife Christy Bradway Browning works at Rocky Mountain Childrens Hospital.  If you want to do something, you should hit the wallet of this children’s hospital.  This includes contacting their CEO Maureen Tarrant and treating her terribly.  After all, Christy is so sick she wants her hubby to lose money from uninsured children.  And you know who causes uninsured children:  her hubby Eric Browning aka Eric Dakota Browning!

Eric Browning is one sick sadistic boss.  When millions of Americans heard the entire conversation of the termination, they saw a boss who has no clue how to manage people.  Eric Browning needs directions to find a clue.  Eric Browning could not spell dog if someone spotted him the D & the G.

Eric Browning needs to do himself and the world a favor and get a divorce from his wife.  If he is this hostile towards his employees, imagine how he is to his wife at home.  This would be his second divorce for him because he is already divorced from reality when he participated in illegal firing of employees at the City and County of Denver.

Eric Browning and his league of idiots funded by taxpayer salaries need to realize people don’t receive the same courtesy which is required to work for a city through their terms and agreements. The misconception of working hard, staying current in your certifications, and giving a city every consideration are burned away in a second as the world drops out from under the people he fires when he and Janice Cornell deliver a white envelope and shove it into the employee he wrongly fired.  For Eric Browning, the number of permits is more important than safety.  And as you will find out soon, Eric Browning has been caught approving new buildings with substantial code violations.

On September 27, 2018, Eric Browning fired a probationary employee and refused to state why.  We suspect it is because this employee uncovered the life safety issues Eric Browning was not catching.  Eric Browning decided to have James Maguire take that person’s seat.  We know this because we acquired the phone duty list that following week.  Eric Browning is many things:  incompetent, ball-less, stupid, sadistic, immature, and incapable of any ethical actions.  Eric Browning even laughed in that meeting when he fired that employee.  This is the true sign of an immature person.  The only thing that would make this termination any grosser is if the City & County of Denver piped in a Skype call with Bill Cosby, Alex Jones, Donald Trump, Phil Spector, and Nigel Farage.

This was a bogus firing because Eric Browning took work away from this former employee. It is bogus because no warning was given to that employee. The employee was not provided any previous warnings. In fact, when that employee filed a Colorado Open Records Act request, (s)he got a letter stating that those records do not exist. Ask yourselves why the City and County of Denver refused to provide those records: because they are guilty of illegal terminations.

Eric Browning treated that person worse than a criminal going in front of your probation officer. With your probation officer, you get a warning abut the bad behavior you are not supposed to do!

Yes, folks, Eric Browning planned on firing that employee because he gave that employee very little work to do! Yes, folks, Eric Browning participated in constructive dismissal!

The ‘at will’ environment provides bad managers like Eric Browning and Scott Prisco with scapegoats. Pinning blame on one person for a city’s failure is something good people tend to remember. High turnover rates, lack of training, lack of upward mobility, and pigeon-holing are criminal offenses to people. Instead of giving that well-qualified engineer a few of the tall buildings to review like Eric Browning promised in that interview with the candidate, Eric Browning gave that person some of the small TIs. We believe Eric Browning did this because he wanted to make himself look superior while making that former employee look inferior.

In fact, that employee caught several of the city employees like Claude Newman not reviewing buildings for structural safety. When Claude Newman was questioned about the computer output for a mode of the multi-story Zia building, he accepted the results without questioning them. What was real ironic is that the building has no graphical output of any kind. Claude Newman and Eric Browning accepted these plans without question – until that employee found the major mistakes. That building was Zia in the NoDo neighborhood. Yes, folks, Eric Browning and Scott Prisco chose to screw over the structural engineer, architect, and contractor in order to get out more permits out because they will have to pay more in their insurance claims.

The City & County of Denver uses “employment at will”.  “Employee at will” is a very cut throat practice that organizations use as a way to do their dirty work.  Employees at the City & County of Denver are scared.  Eric Browning and company uses this practice all the time to cover up wrongdoing.  For example, the City & County of Denver were behind on plan reviews on the order of several months.  We know this is true because we are in possession of emails where Eric Browning asks employees to cover up his city’s failures.

Now why did Eric Browning fire this probationary employee? We believe it is because he used and abused the city budgeting process to give himself a raise when the Denver CPD would not. Let us show you what we mean. When Eric Browning was hired, his salary was $116,000 per year in 2017.

Now look at his salary in 2018. It is $20k higher.

See what we mean, folks! Eric Browning is a government sanctioned vampire who uses his employees to gain money for himself. He is much worse than Khan Noonien Singh!

If you thought what he did to that poor employee was bad, wait till you see what he did with that former employee’s unemployment claim. Eric Browning lied and told the state of Washington that employee was fired. That did not go over well because of the email where he asked that employee to ignore some building code rules.

Now where did Eric Browning get this idea of unlawfully terminating an employee for no specific reason? He got this idea from Denver’s history with the KKK almost a century ago.

Many believe that the only remnants of the KKK is the neighborhood formerly named Stapleton, but that’s not accurate. Our current strong-mayor system of government had its roots in the 1920s at the height of Klan power in Colorado.

Consolidating city agencies under one supreme leader was a powergrab back then, and is an antiquated way of operating the City today. This is why Candia Cdebaca is co-sponsoring a ballot initiative to change the charter to give voters a voice — through their City Council representatives — on whether to approve the Mayor’s appointees to head key agencies.

lt’s not only time to change the racist name of a neighborhood — it’s also the right time to bring checks and balances to city government, and begin a new legacy of accountability, you know, the kind that Eric Browning & Scott Prisco do not favor for their co-workers and Denver City employees.

During the 1920s, Denver had a strong mayor system – which meant the mayor controls everything. It does not belong in this time because one man should not be allowed to ruin careers of people for no legitimate reason at all. People should not be laid off for no specific reason at all. People should be allowed to see the evidence of the decision, which Eric Browning, Scott Prisco, Janice Cornell, and Brad Buchanan refused to allow.

Many people out there are wondering why Eric Browning is in Denver instead of Los Angeles County, CA! May we show you a theory as to why he may be in Denver! Before Eric Browning left California for Denver, he made some pretty major mistakes;. One really important one was granting permit approvals for buildings that were NOT designed by engineers licensed in the State of California. That is because the Los Angeles District Attorney charged two drafters from a former engineering company with submitting fraudulent and uncertified documents that endangered innocent people. Can you guess what Eric Browning did about it? Nothing! He was more concerned about the number of permits than safety of the public.

The basic question everyone is asking: Is Eric Browning qualified to be reviewing building plans at Denver CPD? Based on how he treats employees who know their jobs well, we would say a big fat no!
